International Regulatory Certification guidelines for Sigfox devices

Scope

The marketing of radio devices is highly regulated in all countries over the world and is considered very sensitive.


Given this, all radio products and short range devices must comply with country-specific requirements to obtain regulatory or type approval.  Depending on the country the necessary processes can differ considerably ranging from “self-declaration” via “classical type approval” to more complicated rules.


Sigfox ready devices must also show compliance to country regulations and must follow the mandatory processes to obtain certification in each of them.


Regulatory certification is a critical step in a Go-To-Market strategy since it is the legal certification by the local country government for Partner product sales.


This document provides guidance on what is necessary to certify a Sigfox device in each Sigfox operated country. This document does not replace standards or regulatory documents.

Sigfox imposes rules on “customer’s devices” that are in fact much more stringent on resource usage than the rules enounced in ETSI EN 300 220-1 and ETSI EN 300 220-2 to ensure quality over the network and for the end user

 

News

From June 13th 2017, Sigfox devices will be declared compliant to the RE-D essential requirements of the RED 2014/53/UE directive.

The CEM and Radio standards we use will be modified to comply with this directive. The new standard will be:

  • ETSI EN 300 220-1 v3.1.1
  • ETSI EN 300 220-2 v3.1.1
  • ETSI EN 301 489-1 v2.1.1
  • ETSI EN 301 489-3 v2.1.1

 

CEM standard major changes impacting Sigfox:

  • immunity testing is now required up to 6GHz at 3V/m.

 

Radio standard main changes impacting Sigfox:

  • Spurious limit from 790MHz to 862MHz is lowered from -54dBm to -36dBm
  • Measurement changes in TX out of band emissions, Unwanted emissions in the spurious domain, TX Occupied bandwidth
  • EN 300 220-2 v3.1.1 Harmonized standard for non-specific SRDs valid from 13th June 2016 until 31th December 2018: the minimum receiver category 3 level is required for all products.
  • EN 300 220-2 v3.2.1 Harmonized standard for non-specific SRDs valid from 13th June 2016 and mandatory after 31th December 2018: the minimum receiver category 2 level is required for all products.

 

Prerequisites

In general, Sigfox ready certification must be passed before starting type approval for any country.

Passing type approval before doing Sigfox certification is risky as issues raised during Sigfox ready certification could require the re-execution of some type approval tests.

USA, Canada

Applicable Standard

USA and Canada use different standards but the requirements are the same for Sigfox devices. When requesting FCC testing, it is important to request the addition of Canadian the standard (no additional testing will be needed)

  • USA: US CFR Title 47. I. A. Part 15-247
  • Canada: RSS – 247

  Process

  • Type approval via accredited TCB (Telecommunication Certified Body).
  • The laboratory must be accredited to execute FCC tests.
  • It is preferable to choose a laboratory with an accredited TCB.
  • Local representative is required for Canada.

Colombia

FCC rules are followed by Colombia. Type approval is not necessary.

FCC certification is sufficient for this kind of device in Colombia.

If a device is not FCC certified, the manufacturer must have the documents proving compliance to FCC rules (FCC reports).

Hong Kong

Applicable Standard

The applicable standard is HKTA 1049.

New standard for Radio Equipment Operating in the 920 – 925 MHz Band for the Provision of Public Telecommunications Services is under revision => HKTA 1078 issue 1.

Reports against following standards and showing compliance to Hong Kong requirements are valid:

  • Radio: US CFR Title 47. I. A. Part 15-247
  • Safety: IEC 60950-1
  • RF exposure: ANSI/IEEE C95

Process

Type approval is not necessary.  The manufacturer must have documents proving compliance to Hong Kong standards.


Peru

Applicable Standard

The applicable standard is Resolucion Ministerial 309-2012 MTC 03.

Reports against US CFR Title 47. I. A. Part 15-247 are accepted.
